It is very commendable of the Election Commission (EC) to rule out any foreign financial assistance for holding the local polls. That said, the budget earmarked for the EC to conduct the election is a whopping Rs. 10.3 billion—exclusive of the cost of security service. The total budget allocated for the local level election by the Ministry of Finance (MoF) is Rs. 20 billion. With that, the cost of this local election is 25 percent more than the election cost of the second constituent assembly. And this is only the first of the three elections that have to be held by January, 2018. It is hardly debatable that free, fair and regular elections form the foundation of a functioning democracy. Yet, ‘if there is a more cost effective way of exercising democracy’ is definitely a question that deserves some pondering upon. Likewise, while gearing up for the local polls, it would be worthwhile to reflect upon some of our past experiences with elections.
Alternatives for a Cost-Effective Democracy
To conduct an election, a substantial human resource has to be deployed for administration and security. Besides this, there are other material expenses incurred for setting up of polling booths and printing of ballot papers, publicity and trainings, preparation of voter lists and voter IDs. Closure of public schools for the entire week of the election day, and public holidays during the election further consume a great amount of productive time, and also affect economic activities during these days. And when the elections are held at three distant periods of time, all of these costs triple.
It would be highly cost effective if all three elections could be conducted simultaneously. Such a system has been in practice in the United States, and lately, Narendra Modi is also putting up efforts to have such a modality of election endorsed in India. This system has the potential to bring down the cost of elections substantially. For a country like Nepal, the cost-reduction that this system offers is a saving that could be channeled to other sectors.
Free and Fair Election—Need of a Code of Conduct (CoC)
The CoC is usually enforced by the EC right after the announcement of the election date, which is usually 120 days ahead of the polls. In our current case, the EC has delayed the enforcement of CoC and this has created avenues for the incumbent political parties to make administrative decisions such as transfers, and announcement of new programs in order to influence the electorate. A monitoring report on the second Constituent Assembly (CA) election published by Informal Sector Service Centre (INSEC) mentions that there were 912 cases of breach of Code of Conduct, mostly committed by mainstream political parties. Such cases of influencing the electorate weaken the fairness of elections, put newer and smaller parties at a disadvantage, and violate the spirit of a liberal democracy.

KATHMANDU, April 2: Coordinator of Naya Shakti Nepal (NSN) has said that he would continue the on-going sit-in amid police arrest until their demand is met.
NSN Coordinator was held from outside the Election Commission earlier today as he was participating in the sit-in staged by five political parties including NSN at the EC to protest the discriminatory provision of Local Level Election Act(LLEA), 2017.
Bhattarai has been kept at Nepal Police Club along with other leaders both from his party and other four parties.
He said he would not move away from the premise of Nepal Police Club until the EC and other concerned authorities revise the LLEA, 2017 to ensure that all the parties contest the upcoming local polls under their respective election symbols.
NSN and other four political parties registered with the EC have been staging sit-in at the Election Commission since earlier today in protest of the provision of newly enacted Local Level Election Act, 2017.
Local Level Election Act, 2017 requires that if political parties are to contest the local polls slated for May 14 under their respective symbols, they must have representation in the legislature parliament.

World Largest Hydropower – The Three Gorges Dam – China -
The Three Gorges Dam is the world’s largest hydropower project and most notorious dam. The massive project sets records for number of people displaced (more than 1.2 million), number of cities and towns flooded (13 cities, 140 towns, 1,350 villages), and length of reservoir (more than 600 kilometers). The project has been plagued by corruption, spiraling costs, environmental impacts, human rights violations and resettlement difficulties.
The environmental impacts of the project are profound, and are likely to get worse as time goes on. The submergence of hundreds of factories, mines and waste dumps, and the presence of massive industrial centers upstream are creating a festering bog of effluent, silt, industrial pollutants and rubbish in the reservoir. Erosion of the reservoir and downstream riverbanks is causing landslides, and threatening one of the world’s biggest fisheries in the East China Sea. The weight of the reservoir’s water has many scientists concerned over reservoir-induced seismicity. Critics have also argued that the project may have exacerbated recent droughts by withholding critical water supply to downstream users and ecoystems, and through the creation of a microclimate by its giant reservoir. In 2011, China’s highest government body for the first time officially acknowledged the “urgent problems” of the Three Gorges Dam.
The Three Gorges Dam is a model for disaster, yet Chinese companies are replicating this model both domestically and internationally. Within China, huge hydropower cascades have been proposed and are being constructed in some of China’s most pristine and biologically and culturally diverse river basins – the Lancang (Upper Mekong) River, Nu (Salween) River and upstream of Three Gorges Dam on the Yangtze River and tributaries.
Through the Three Gorges Project, China has acquired the know-how to build large hydropower schemes, and has begun exporting similar projects around the world. Now that the project’s problems have been acknowledged, it is important to draw lessons from the experience so that the problems of the Yangtze dam are not repeated.
While Three Gorges is the world’s biggest hydro project, the problems at Three Gorges are not unique. Around the world, large dams are causing social and environmental devastation while better alternatives are being ignored.

Guaranteed vs. Non-Guaranteed Permanent Life Insurance Policies
Fifty years ago, most life insurance policies sold were guaranteed and offered by mutual fund companies. Choices were limited to term, endowment or whole life policies. It was simple, you paid a high, set premium and the insurance company guaranteed the death benefit. All of that changed in the 1980s. Interest rates soared, and policy owners surrendered their coverage to invest the cash value in higher interest paying non-insurance products. To compete, insurers began offering interest-sensitive non-guaranteed policies.
Guaranteed versus Non-Guaranteed Policies
Today, companies offer a broad range of guaranteed and non-guaranteed life insurance policies. A guaranteed policy is one in which the insurer assumes all the risk and contractually guarantees the death benefit in exchange for a set premium payment. If investments underperform or expenses go up, the insurer has to absorb the loss. With a non-guaranteed policy the owner, in exchange for a lower premium and possibly better return, is assuming much of the investment risk as well as giving the insurer the right to increase policy fees. If things don’t work out as planned, the policy owner has to absorb the cost and pay a higher premium.
Term Policies
Term life insurance is guaranteed. The premium is set at issue and clearly stated right in the policy. An annual renewable term policy has a premium that goes up every year. A level term policy has an initially higher premium that does not change for a set period, usually 10, 20 or 30 years, and then becomes annual renewable term with a premium based on your attained age.

यसैगरी, म्यादी प्रहरीमा छनोटमा पर्न दौडने क्रममा बेहोस भएर ढलेका खोटाङको केपीलासगढी गाउँपालिका–५ सप्तेश्वरका २४ वर्षीय किशोरकुमार निरौलाको पनि शनिबार साँझ मृत्यु भएको छ । दिक्तेलस्थित हस्पिटलचोकबाट हल्छेढुंगासम्म दौडने क्रममा बीच बाटोमा ढलेका निरौलालाई उपचारका लागि जिल्ला अस्पताल खोटाङ पु¥याइएको थियो । राससका अनुसार अस्पतालमा उपचार हुँदाहुँदै करिब दुई घन्टापछि उनको मृत्यु भएको हो ।

Two teenage girls have been stoned to death by ISIS extremists after they were found in a house with two men – who were each flogged 50 times.
The girls, Hasna, 17, and Madiha, 16, were accused of committing adultery and executed in front of a crowd of hundreds in Deir ez-Zor city, eastern Syria.
Two older men were then sentenced to 50 lashes – also in public – after being identified by a Sharia Court as Abu Zubair al-Idlbi and Maher Hameed.
According to the International Business Times, the Sharia Court said in a statement that the teenagers were arrested in a home ‘with two strangers’.
The website quotes local activist Ahmed Ramadan as telling ARA News: ‘The execution took place in the Hamidiya district of Deir ez-Zor on Tuesday afternoon, where hundreds of people gathered to witness the stoning of the two young girls.
‘The decision of the Sharia Court raised the anger of Deir ez-Zor’s residents, who considered it unfair to kill the two girls by stoning and merely flog the men and set them free.’
Last week it was reported that four women were stoned to death for ‘committing adultery’ after being raped by ISIS fighters.
The victims were arrested even though ISIS militants are said to have caught them being abused during a raid in the city of Mosul.
They were brought before a sharia court which ordered them to be publicly executed without giving any details about their alleged abusers.
The four women were stoned to death in front of a large crowd, according to local sources.
Media activist Abdullah al-Malla Syrian press agency ARA News: ‘The four women were most likely exposed to sexual abuse at the hands of ISIS militants before being driven out of their homes and transferred to the Sharia Court.
‘Apparently, the victims had been raped by ISIS jihadis and then stoned to death on charges of committing adultery.’

Ram Bahadur Bomjon a mysterious person
Ram Bahadur Bomjon also known as Palden Dorje (his monastic name) and now Dharma Sangha, is from Ratanapuri, Bara district, Nepal.
He drew thousands of visitors and media attention by spending months in meditation. Nicknamed the Buddha Boy, he began his meditation on May 16, 2005. He told them he had left his meditation place, where large crowds had been watching him, “because there is no peace”. He then went his own way and reappeared elsewhere in Nepal on December 26, 2006, but left again on March 8, 2007. On March 26, 2007, inspectors from the Area Police Post Nijgadh in Ratanapuri found Bomjon meditating inside an underground chamber of about seven square feet.

Bomjon is a member of the Tamang community.[1] His story may have gained popularity because it resembles an episode in the life of the historical Buddha, although Bomjon himself has rejected such comparisons: “Tell the people not to call me a Buddha. I don’t have the Buddha’s energy. I am at the level of a rinpoche.”[1] Mahiswor Raj Bajracharya, the president of the Nepal Buddhist Council, has stated likewise: “We do not believe he is Buddha. He does not have Buddha’s qualities”.
His mother’s name is Maya Devi Tamang, the same first name as Buddha’s mother. It is reported that his mother fainted when she found out that her son intended to meditate for an indefinite period.

Fifty years ago, most life insurance policies sold were guaranteed and offered by mutual fund companies. Choices were limited to term, endowment or whole life policies. It was simple, you paid a high, set premium and the insurance company guaranteed the death benefit. All of that changed in the 1980s. Interest rates soared, and policy owners surrendered their coverage to invest the cash value in higher interest paying non-insurance products. To compete, insurers began offering interest-sensitive non-guaranteed policies.
Guaranteed versus Non-Guaranteed Policies
Today, companies offer a broad range of guaranteed and non-guaranteed life insurance policies. A guaranteed policy is one in which the insurer assumes all the risk and contractually guarantees the death benefit in exchange for a set premium payment. If investments underperform or expenses go up, the insurer has to absorb the loss. With a non-guaranteed policy the owner, in exchange for a lower premium and possibly better return, is assuming much of the investment risk as well as giving the insurer the right to increase policy fees. If things don’t work out as planned, the policy owner has to absorb the cost and pay a higher premium.
